It's a scorpionfish! That's as far as I can get to identifying this thing.

Wild guess Scorpaenopsis oxycephala ?

These guys can be really hard to nail down to a species level.

You're as close as I got. According to the biologist who photographed it, it is Scorpaenopsis species.
