replace shoplight ballast with icecap?

Is it possible to just replace the ballast in a shoplight with an icecap and run VHO bulbs? Or do you need new wires and/or different endcaps? Or is it impossible?

It would be cheaper to just order a retro or a regular kit for VHO. the only thing you would be able to use from the shoplight would be the casing. (and what wire you could scrounge, but make sure it is rated for 90 or 105 degrees celcius.)
