here is a normal hob overflow and the pvc. the purple is the noise.
the pvc traps the water noise in the pipe so it doesn't escape into the room.

Just a subjective sketch not meant to be an engineering drawing to build anything off of. Just to illustrate the pvc overflow in the link traps in the sound whereas the skimmer box/external box hob overflow allows noise to enter the room. It's clearer in the pictures in the link I posted.
